One row per trade, ordered by the villa starts a month that trade's spare capacity supports, thinnest first. An ordering by one stated figure, not a grading of any trade or any firm.
Capacity is stated per firm, not per trade. A firm working two trades sits in both of its rows, and its spare packages are counted in both. Read one row at a time: the rows do not add up to a programme total.
Firms, trades and crew sizes are public record. Load is as stated. Packages held against stated capacity is what a firm says it is holding, not what has been verified on the ground. That is what the fieldwork chip stands for.

A package is the unit. Each trade states how many crew hold one concurrent package, how much of a package one villa start consumes, and how many weeks a package occupies the firm. Those three figures sit under every trade name, and every number in the row is arithmetic on them. Free within two weeks and spare packages measure different things: a firm can state it is free within two weeks while already holding more packages than its stated capacity, and both columns say so.
