What the approved pool carries, by trade

Every firm states its capacity in packages on its primary trade, so a firm sits in one row only. Teal is held, the exception colour is held beyond stated capacity, empty is spare. The register is partial by design: firms not yet approved carry nothing here.

The packages a rate needs running at once in a trade: starts a month, times packages of that trade per villa start, times the weeks one package of that trade runs, divided by 4.345 weeks in a month. The brass tick on each track is that number. Arithmetic on the stated assumptions.
