Photos, a location fix, the checklist and a named sign-off. No evidence, no event.

Sealed at first receipt
The record is hashed the moment it lands. Any later edit shows against the original.

The clock starts
Verification starts the payment clock, and everyone sees it running: owner, office and contractor alike.
